Restoring 33yr old cedar deck

Seeking your advice/Recommendation.

33yr old cedar deck in Edmonton, Alberta, Canada - has had Sikkens Cetol 1 transparent stain applied about 15-20 times during this time - color now looks solid.
Want to redo the deck as the many layers of stain are now starting to peel.
I intend to strip, sand, clean/brighten, and then apply new stain.
I'm reviewing both the current Sikkens stain offerings and various new stain options, including Armstrong Clark semi-transparent natural or cedar. The deck is low (20-24 inches above ground) and the current deck boards were never stained on the underside, so moisture is a bit of a concern.  The current Sikkens stain product indicates staining all 6 sides of the boards in its application steps - I really would like to avoid having to do this as crawling under the low deck and staining would be a challenge.
Questions:
1. Would the Armstrong Clark semi-transparent stain be a good choice for my deck, given its low height, the non-stained undersides, and the colder climate we live in?  One Canadian review I read on your site with a similar setup indicated mildew and darkening color issues happening with the Armstrong Clark stain.
2. What are the major considerations in choosing a transparent versus semi-transparent Armstrong Clark stain?
3. Are there any specific steps you suggest I follow and products you recommend I use for this deck restoration project?
